On Monday, the UK government announced a significant shift in its approach to artificial intelligence, particularly concerning AI chatbots. This development comes in response to grave concerns about the misuse of such technologies, highlighted by the backlash against Grok, a chatbot linked to the creation and sharing of sexualized fake images of women and children.

What is the Planned Change Concerning AI Bots?

The UK government intends to expand existing regulations that apply primarily to user-generated content on social media platforms.

Prime Minister Keir Starmer emphasized the urgency of addressing illegal content generated by AI in his announcement. “The new measures announced today include a crackdown on vile illegal content created by AI," he stated, indicating a robust approach to safeguarding citizens from harmful digital interactions.

Starmer added that the government plans to swiftly close legal loopholes, ensuring that all AI chatbot providers must adhere to the provisions of the Online Safety Act. Failure to comply could result in significant legal repercussions, marking a decisive step in holding tech companies accountable.

A Children-Centric Approach

In addition to these measures against AI-generated content, Starmer’s Labour government is intensifying efforts to protect children online. A consultation has been launched on potentially banning social media access for individuals under 16, underscoring a commitment to fostering a safer digital environment for the younger population.

How Does the Law Stand at Present?

The Online Safety Act, which came into effect in July, already imposes stringent regulations on platforms that host potentially harmful content. This includes stringent age verification processes like facial recognition or credit card checks to ensure underage individuals cannot access inappropriate materials. Moreover, the law criminalizes the creation or distribution of non-consensual intimate images and child sexual abuse materials generated by AI.

However, the effectiveness of the law has been questioned, particularly by the UK’s media regulator, Ofcom. Not all AI chatbots are subject to these regulations, especially those designed for user interaction without user-to-user communication. "Technology moves on so quickly that the legislation struggles to keep up," Starmer pointed out, highlighting the need for proactive measures to address this rapidly evolving landscape.

Ofcom has launched an inquiry into X, the platform hosting Grok, for potentially failing to meet its safety obligations. Interestingly, the European Commission is also investigating whether Grok is disseminating illegal content across the continent.

In response to mounting pressure, X has announced new restrictions aimed at curbing the creation of explicit images of real individuals. This serves as a reminder that, while social media platforms attempt to enhance safety measures, comprehensive legislative frameworks are essential for significant and lasting change.
