In a notable move to enhance its space defense strategy, Germany is ramping up its satellite capabilities in response to security concerns regarding Russian surveillance. During a press conference held on March 13, 2023, in Bardufoss, Norway, German Federal Minister of Defence Boris Pistorius articulated the urgency of this initiative, highlighting the strategic imperative to bolster Germany’s independence in space communications.

The Need for Increased Capabilities

Pistorius expressed his concerns regarding the potential for Russian satellites to intercept German communications, stating, "We are [worried], therefore we are ramping up our capabilities and capacities in terms of space, in terms of launching satellites, and improving our sovereignty in all of the technical areas." His remarks underscore a growing anxiety over the evolving nature of threats in the space domain and the necessity for nations to safeguard their communication networks.

Despite the heightened apprehension, Pistorius noted that, as of his last briefings, there had been no specific incidents involving Russian satellites targeting German assets. This statement comes amid the backdrop of broader tensions in the geopolitical landscape, where the implications of space surveillance are becoming increasingly pronounced.

Pistorius made these statements while attending the NATO exercise ‘Cold Response 2026,’ a Norwegian-led initiative aimed at enhancing military readiness among alliance members. Before this event, he visited Isar Aerospace’s launch site at Andøya Space, recognized as continental Europe’s first orbital launch venue. This innovative facility signifies a pivotal step in enhancing European access to space, allowing nations to launch satellites that bolster their national securities.

In November 2025, German officials unveiled the nation’s first comprehensive Space Safety and Security Strategy, emphasizing the importance of safeguarding space-based assets. This strategic framework emerged following Pistorius’ warning in September 2025 regarding potential threats. He revealed that satellites operated by Intelsat for the Bundeswehr had been shadowed by Russian military signals intelligence satellites, prompting a decisive response from Germany.
