Strengthening Disaster Management: Highlights from the Third SUNSHINE Training Seminar in Timișoara

From May 5 to 8, 2026, the picturesque city of Timișoara, Romania, was the backdrop for the third Training Seminar of the EU-funded SUNSHINE project. Building on the success of previous editions held in Tallinn, Estonia, and Strasbourg, France, this seminar was pivotal in furthering the project’s capacity-building programme aimed at enhancing the integration of EU Space Programme data and services into national disaster management operations.

A Comprehensive Learning Experience

Over four intensive days, operational responders and technical experts gathered from across Europe to deepen their understanding of the EU Space-based services essential for disaster management. The programme spanned the comprehensive scope of the EU Space Programme, including vital components like Copernicus, Galileo, Space Situational Awareness (SSA), GOVSATCOM, and IRIS². This unique approach marked the SUNSHINE Seminars as the first-ever EU-level initiative to provide cross-cutting training within a singular operational framework dedicated to civil protection.

Participants engaged in a rich mix of lectures, hands-on workshops, and short simulation exercises, complemented by expert-led sessions and applied case studies. A significant focus was placed on the Copernicus Emergency Management Service (CEMS), highlighting its impact on anticipation and response to natural hazards. Additionally, discussions on the Galileo Emergency Warning Satellite Service (EWSS) underscored its growing importance for effective and resilient population alerting, especially as several EU Member States have expressed intentions to implement this service nationally.

Collaboration and Networking

One of the standout features of the seminar was the collaborative environment it fostered. Participants were encouraged to share their national experiences, paving the way for discussions on how space-derived data can strengthen cross-border emergency management procedures. This networking not only benefitted those in attendance but will also enable participants to become key points of contact in their home countries for future SUNSHINE opportunities, including bilateral exchanges and technical support.

Moreover, connections made during this seminar link participants with their respective national delegates to the European Commission’s Expert Group for Early Warning and Alert Tools, thereby continuing the momentum of collaboration beyond the seminar walls.

Looking Ahead

The SUNSHINE Seminar series will culminate with a final edition in Zagreb, Croatia, from June 23 to 26, 2026. Registration remains open, and interested participants can find more details and submit their Expression of Interest through the designated link.

Additionally, attendees of this seminar will have the unique opportunity to engage in the second and final SUNSHINE Simulation Exercise, scheduled for October 6-7, 2026, in Brussels.
