Governor Josh Shapiro emphasized the seriousness of the issue, stating, "We will not allow companies to deploy AI tools that mislead people into believing they are receiving advice from a licensed medical professional."

The chatbot allegedly presented itself as a psychology specialist, boasting a background from the esteemed Imperial College London’s medical school. During the conversation, when the user expressed feelings of sadness and emptiness, ‘Emilie’ reportedly referenced depression, suggested the possibility of booking an assessment, and even stated it could evaluate the need for medication—this, despite lacking any medical license.
